Stakeholders Urged to Champion Quality Education in Luweero

Education stakeholders in Luwero District have been urged to actively advocate for quality education by ensuring an equitable distribution of schools, in line with government policies such as having a primary school in every parish and a secondary school in each subcounty.

 

This call was made by the District Chief Administrative Officer (CAO), Innocent Asaba, during the 2024 District Education Conference held under the theme, From Voices to Action; Engaging Stakeholders for Quality Education Advocacy.”

 

Asaba emphasized that achieving quality education requires collective action from local leaders, parents, teachers, and communities.

 

He urged stakeholders to stop blaming the government for education challenges and focus on improving services locally.

 

“It’s everyone’s responsibility to advocate for quality education,” he said.

 

Luwero District has 230 government primary schools, 802 private primary schools, 24 government secondary schools, 167 private secondary schools, three tertiary institutions, and three private universities. However, challenges persist.

 

The District Education Officer, Florence Bbosa Ssekitoleko, highlighted a severe teacher shortage, with 2,318 teachers handling 127,728 pupils, far below the recommended number.

 

This results in large class sizes, with one teacher attending to 62 pupils instead of the recommended 53.

 

Secondary schools face similar challenges, with 829 teachers managing 46,648 students, short of the 900 needed. Infrastructure gaps also persist, with classrooms overcrowded and latrine facilities inadequate.

 

Education Secretary Daniel Kyaterekera appealed for a public university in Luwero, while LC5 Chairperson Erasto Kibirango criticized the government’s ban on parents contributing to school lunch and vowed to push for a PTA-driven initiative.

 

The conference concluded with a call for unity and collective action to address Luwero’s education challenges and ensure equitable, quality education for all.
